Actually, congestion pricing would next year if two things are done:1. Silver allows a vote--and he just may next year. 2. Assuming the Democrats win the state Senate...Malcolm Smith prevents the Republicans led by congestion pricing opponent Dean Skelos from fleeing New York State and ensures a quorum on congestion pricing debate (there is a 3/5 requirement for a quorum). |
