"They" would likely not drive for the most part.
A large portion of "Them" would take the subway.
Even if ALL of "Them" drove instead, The increase in drivers would be fairly minimal!
The money going to "Their" Paratransit System for the Enabled would be able to benefit in excess of 10X the amounts of people if it went to the subway!
