Yes they are there if they have to "take over" when ATS screws up did you realize this?

That's not sufficient justification. If the ATS is not reliable, it should have been implemented better or not at all. If it is reliable, then the occasional screw-up will be cheaper in the long run than a bunch of extra employees. I don't see a whole fleet of steam locomotives complete with engineers on the subway just so they can run trains in the event of a power failure. I also don't see ships carrying a team of rowers in the event that the engines fail.
