What do you mean by "unfiltered"? AFAIK WD signals are lunar
whites the same as you'd see on A and B1 divisions with a single-shot
red/lw timer. They are driven by coded lighting energy (i.e.
they "flash"), but they don't deliver a concentrated burst of
light energy that a strobe or flash would.

As for your interpretation of the photography rules of NYCT,
it would appear that by a literal reading you are correct. However,
I can tell you that back during the time when a photo permit was
required (there are a number of us here who had one), it was clearly
understood that flash was prohibited, be it internal or external
(and yes, they had cameras with built-in flash even in those
prehistoric days).
