Something's getting lost in translation as it ges down the line.It is also possible that the civil service rank mid-level commanders do not agree with the memo and are ignoring it, waiting for their politically appointed superirs to leave and be replaced by others. It is important to publicize violations and ask that officers involve be disciplined (suspension without pay, termination if egregious). |
