Seems true. If you stop taking the subway, you can't be a victim of crime.

If you do take the subway, you post on X about being a victim and how you didn't bother to report it because you reported being a victim of crime before and nothing happened. So no reported crime, and the stats look good.

Report the crime, and it becomes misclassified.

That's why it's always in the news. It's becoming less common, which makes it more interesting.
