Berlin problem

I don't know whether the Berliner Zeitung invented this problem in reporting about these new Alstom Urbanliner trams. They can seat 92 passengers and carry 312. The article claims they are too schwer (bulky? heavy?) for the intended route. On my first reading, the newspaper let me read the full article. When I returned, it wanted a subscription.
