Summary:

MTA New York City Transit is conducting a sole source procurement for 378 new B Division subway cars, with the procurement specifically targeting an additional order from existing manufacturer Kawasaki Rail Car, Inc. The procurement encompasses 290 cars configured in 5-car units and 88 cars configured in 4-car units, utilizing an existing design currently being manufactured for NYCT. This procurement is identified by contract number R34268 and represents a direct acquisition without competitive bidding. Vendors interested in challenging the sole source status must submit written notification to the designated NYCT contact within 5 business days of the September 8, 2025 posting. The final submission deadline is September 29, 2025, at 5:00 PM, with the procurement applicable across all New York State counties. Potential vendors who have not previously conducted business with MTA NYCT are required to register through the MTA Vendor Portal at www.mymta.info/vendor.

The procurement does not include a service-disabled veteran-owned business set-aside, meaning the opportunity is open to all qualified vendors. No specific evaluation criteria beyond the sole source determination are outlined in the procurement notice. The contract appears to be a direct continuation of an existing manufacturing relationship with Kawasaki Rail Car, Inc., suggesting significant prior infrastructure and technological compatibility. While specific award values are not disclosed, subway car procurements typically represent multi-million dollar investments, given the complexity and scale of metropolitan transit infrastructure. The procurement represents a strategic expansion of New York City's subway rolling stock, potentially indicating ongoing fleet modernization or expansion efforts by the Metropolitan Transportation Authority.

If it is R268, shouldn't it be A Division??

The A-division would get R262s (these are R268s).

Does "existing design" mean basically identical to the R211s?

So long SMEE equipment, and passenger rail car DC traction motors.
And continuation of the R211 functional design to help with promoting fleet compatibility. Unlike the R160 & R179 mismatch.

Yes, they will be basically R211s which is why they are looking to do a sole source/non competitive procurement using the R211 design and manufacturer. The Contract number and funding source(s) will be different.

We hope that they'll be fully compatible. Not even all the R160s are compatible, or they are but they choose not to combine the Siemans cars with the rest.
