Heeres the problem, If Uncle Sam mandated the return of cabooses for safety reasons, where would they come from. Theres only a few of cabooses out there & most of them are in museums.

Many of the very long freight trains have pusher locomotives on the rear end. They could also serve as "cabooses".

You can be an "avid railfan" and still hate trains, since you want the government to run them and not the private sector. Since government runs all the other transportation systems now, that's an inbuilt conflict of interest.
