I wonder if this in connection with the new ADA elevator that being constructed in the old "Mott Avenue Station" shaft, whose historic facade is being saved though. This could also be in connection with the upcoming name change of "149th Street-Hostos".

It prevents overcrowding around the construction areas by providing extra passing space.

That looks more like a track cover than a platform cover. Do my eyes deceive me?

There's been work going on there for some months, so it's not likely related to the name change. It doesn't seem to be where the elevator shaft is either, but perhaps support equipment for the elevator will be located well away from the actual shaft.

Due to construction for more platform space and possible closure of staircases for construction pax can use the stairs on the opposite platform.
