Means nothing, the Army Corps of Engineers green-light.

And 13 years to build?? The PRR did the North River tunnels in two, opening them to NYP in another two.

Well, I'll be in my mid-60s if their timeline holds. To be sure, the iron fist of government control has held rail tech back in this country.

Yup, not only will the new tunnels go under the North River but it will connect to the second ave subway at 125th street.
