This is just a ploy to present something so bad that Congress will be forced to step in.

Closing 22 Stations is a disaster. I hope nothing close to that horrible happens.

No, I haven't been on the Washington Metro this century. These proposals are death to transit on two scores:
1) The headways must shorter than the drive-time to the destination. If the guy on the platform looks at his watch and says, "I would have been there (the destination) by car or foot already, and I am still waiting to begin the trip," the agency has lost a passenger.
--
2) If the person can reach his job, but cannot use the same transit to return home, the agency has lost a passenger. My reference is N19 on Merrick Road, Long Island, where the bus offers no service for five hours midday. A full-time worker bridges that gap (8 to 4 job), but the part-timer cannot get a ride home or to a second job. Result: loss of even those who travel once in rush hours but need off-peak return. An evening kitchen worker who reports at 2 p.m. will get off at 10, three or four hours after the last bus.

Something similar happened on the NYCTA years ago when there was a financial crunch. The suits in the exec offices came up with a drastic doomsday plan which even involved closing entire lines> I was in scheduling at the time and came up with a good plan that realized significant savings without any shutdowns. I was invited to the TA President’s office to submit my proposals. They looked it over thanked me and held on to it for possible implementation. The did mention, however that they would publicly continue to put forth their doomsday proposal because they wanted the legislators to think that if they didn’t come forth with funds, then the worst would happen.

It's a standard approach to so many transactions, something like haggling. Start off insanely unreasonable and appear to become reasonable (even if the result is still quite unreasonable).

Interesting title choice on the part of WTOP. WMATA has been charging peak fares despite not running peak level service for nearly a year now.

Frankly, I think the pandemic is likely to bring about the end of peak hour service as we know/knew it.
