So what we have here is a dilemma of government structure. If the city is unable to amass enough tax revenue to fund the transit system without Albany, then, the city is at the mercy of upstate. I will remind those younger than I of Norman Mailer's campaign for mayor which called for the city to become the 51st State. At the time, 43 % of NYS tax revenues were collected within the five boros of which 16 % came back as state expenditures. The 27% 'donated' to upstate would easily have covered the various shortfalls of the 70s. And,FWIW Rockefeller and Lindsay did not play nicely together. |

Well, this goes under the heading of "Careful what you ask for."The press and rider groups were pressuring Cuomo about who is in charge of the NYCT and since he has the majority of the picks on the Board it should be him. Well, they asked for it and now they got it. |
