The Hub, where 149, Third Avenue, and Melrose Ave. meet. The demonstrators are on Melrose, that's the Bronx portion of the Third Avenue El, and it's the mid-70s to late 1960s.

Hostos was established in 1968 and admitted its first class in 1970.

This is from the protests in early 1976. It's likely either April 3 or March 24. Hostos was almost closed down due to budget cuts at this time.

Moreover, the demonstrators are blocking a word that ends in “e” which may be “Beame.” Given the protest against “cutbacks,” it may have been following the 1975 fiscal crisis. The el was not torn down until 1977.

That fits. By 1976, Beame was cooked. As a result of the fiscal crisis (and, believe it or not, a firefighters' strike in protest of all the firehouse closings and layoffs), 1977 saw quite a few mayoral hopefuls, and of course, Koch beat them all.

One interesting tidbit from that period: the subway fare in NYC was held at 50¢ for nearly five years, in spite of the fiscal mess. Of course, the system entered the dark "deferred maintenance" period anyway.

I do wonder how different the history of the city in that era might have been, If Ford hadn't told us to "drop dead"...

The location is East 149th Street at the point where Melrose Avenue meet Third Avenue. That was my old stomping grounds. Thank you for posting it.

Actually, it was under the leadership of Felix Rohatyn that the Municipal Assistance Corporation and the state imposed Emergency Financial Control Board, more than Ford, were able to rescue the city from near bankruptcy.

Is it up to the Federal Government to bail out irresponsible cities and/or states? The fed is not a milk cow. The people want, the people pay.

The federal government subsidizes American cities in all kinds of things, from highway funds to mass transit grants and housing projects.

In fact, this is why NYC used to have three big police departments, one each for the city, Transit and Housing. Each received funding from a separate source. Housing was federal.

I know what is and what was... but I would pull all federal funding from highways, healthcare, education, housing and welfare.

Of course this includes zeroing out almost all federal taxation. Income taxes should start on incomes over one million dollars.
