Birds and other creatures will nest inside.

What if debris accumulates?

Not to mention, every once & awhile, the structures get painted. So then the netting comes down, tarps go up to catch paint spills, tarps come down & then netting goes back up. Cumbersome & labor intensive.
Its one of those ideas that look good on paper, but when thought through...
IMO, nice try but it won't work.

A net can only hold so much weight.

Plus they have to be constantly maintained, which will happen on a pilot program.

But once netting is all over the place, then it won't be maintained because by then there will be a different "flavor of the day" which they'll put their time and energy into and forget about the netting which will be falling due to lack of maintenance. It is a very labor intensive operation.

What needs to be done is to encase the el structures in concrete.

Then we can complain about chunks of concrete falling down on people.
