The most reasonable pproach was the extension of the Astoria line. The political courage to to pursue it did not exist then (when first proposed), nor does it exist now.

The Port Authority now exists to provide money for vanity projects that the governors of NY and NJ want, or things that should be done, but they want to keep it off the budgets of their states. Think Rockefeller and the WTC, or Christie and the rebuild of the Pulaski Skyway. It actually isn't that bad at the things it is actually supposed to do.
