NYT has an article about restoring commuter service on the Hell Gate Route in the Bronx. In my first daylight trip on that route sometime in the 80s (I had ridden NH LDTs in the 60s but always after dark) I emember seeing vestigial remains of local platforms/stairways down to street level. At that time there were 4 tracks most of the way while now mostly two. The comments on the site also mention TriboroRX and QueensRail--the basic point being that the ROWs already exist or at least are owned by some public entity.
Of course it will all cost mega millions even without the V(alue)S(ubtracted)G(raft) surcharge. Can't start the projects too soon.
