He's full of shit. The only deadline met was to get 65% of the locos, cab cars, and EMU's compliant.

Its all in wording , they got past deadline and will get a 2 year waiver to complete the work see last part of article :

Over the next two years, the agency will finish installing equipment on its remaining 158 locomotives and cab cars — those vehicles not in regular rotation — and it will train hundreds of additional employees on the system.

It will also have to test PTC equipment statewide to ensure it functions properly ahead of a full system implementation by the end of 2020.

NJ Transit executive director Kevin Corbett said testing the PTC system should not result in any additional delays for riders.

“We’ll be doing a lot of it at night. There may be some on weekends,” Corbett said. “But we’ll be able to do that testing in a way that minimizes the impact on our regular service.”

We will on occasion see a cab car (with no passengers leading) with the unequipped locomotive right behind it.

Thank you, I recall hearing about that scenario , now it takes sense. The PTC equipped cab car is needed because the loco is not.

Right:

As said before, if I owned one of the AC Casinos, I would have sued to have this delayed until after the NCAA Tournament ends in April citing sports betting and a lost opportunity to have the trains bring sports bettors to the Casinos for the NFL this fall before casinos in Pennsylvania are fully up and running, especially since this was likely the only opportunity to get such bettors to the AC casinos.

What percentage of legal sports betting dollars will be at a casino versus online? Atlantic City has been suffering for a number of years.
Remember, the trains to AC sponsored by the casinos were not a resounding success.

Those trains ran via Pennsylvania at late hours of the day and were a mere four cars long. A normal-length train operating out of Hoboken at a more normal schedule, i.e. one that could have run via the former CNJ between Red Bank and Winslow, would have done better.

You might be right, but private entities decided to fund what they did. Could any train bring enough people to AC to gamble and spend money in large enough quantities to succeed? I just get the impression the "high rollers" aren't coming by bus or train.

Casino business is not all "high rollers" by far. If the buses still do good traffic, so would trains that run at normal times of day and regular intervals.

Of course, but a different poster was trying to claim that the lack of this train service would in some way support a lawsuit because of the loss of revenue from the now legal sports book. My point was that
people were not taking the train nor will they in the future, to drop large sums of money on sports. That will occur over the phone and on line. I believe both you and I have the same opinion on the merits of such a lawsuit.

Wallyhorse has a strong tendency to severly overweigh the impact of betting or horsebetting or whatever it is, and its patrons.

He severely overweights the political power of many different groups. For example, he thinks that people who use the L solely within Manhattan will get Cuomo to impose a Manhattan-only section of the L train during the L shutdown, because failure to do so would imperil his run for the presidency.

Actually, the railroad was absolutely key to the founding and tourist business of Atlantic City. Plagiarizing wikipedia:

The city was incorporated in 1854, the same year in which the Camden and Atlantic Railroad train service began.[25] Built on the edge of the bay, this served as the direct link of this remote parcel of land with Philadelphia, Pennsylvania. That same year, construction of the Absecon Lighthouse, designed by George Meade of the Corps of Topographical Engineers, was approved, with work initiated the next year.[26] By 1874, almost 500,000 passengers a year were coming to Atlantic City by rail. In Boardwalk Empire: The Birth, High Times, and Corruption of Atlantic City, "Atlantic City's Godfather"[27] Nelson Johnson describes the inspiration of Dr. Jonathan Pitney (the "Father of Atlantic City"[28]) to develop Atlantic City as a health resort, his efforts to convince the municipal authorities that a railroad to the beach would be beneficial, his successful alliance with Samuel Richards (entrepreneur and member of the most influential family in southern New Jersey at the time) to achieve that goal, the actual building of the railroad, and the experience of the first 600 riders, who "were chosen carefully by Samuel Richards and Jonathan Pitney":[29]

After arriving in Atlantic City, a second train brought the visitors to the door of the resort's first public lodging, the United States Hotel. The hotel was owned by the railroad. It was a sprawling, four-story structure built to house 2,000 guests. It opened while it was still under construction, with only one wing standing, and even that wasn't completed. By year's end, when it was fully constructed, the United States Hotel was not only the first hotel in Atlantic City but also the largest in the nation. Its rooms totaled more than 600, and its grounds covered some 14 acres.

By 1878, because of the growing popularity of the city, one railroad line could no longer keep up with demand. Soon, the Philadelphia and Atlantic City Railway was also constructed to transport tourists to Atlantic City. At this point massive hotels like The United States and Surf House, as well as smaller rooming houses, had sprung up all over town. The United States Hotel took up a full city block between Atlantic, Pacific, Delaware, and Maryland Avenues. These hotels were not only impressive in size, but featured the most updated amenities, and were considered quite luxurious for their time.

And 150 years ago, that was true. No personal cars, buses, highways, personal/private planes It has little if anything to do with Atlantic City as a gambling/Casino destination, and is even less relevant in an era when online gambling is legal.

There were highways, but not paved. And some people did have personal buggies.

Atlantic City was not known for gambling until 1978, however.
