South Phoenix residents push to stop light rail expansion

PHOENIX (AP) — A group of Phoenix residents are hoping to persuade city officials to reverse course and derail a planned expansion of the metro area's light rail system.

The city has already approved the 6-mile (10-kilometer) expansion into south Phoenix with construction expected to begin in 2019, The Arizona Republic reported Wednesday.

The project will extend the light rail along Central Avenue south of downtown between Jefferson Street and Baseline Road.

More than 200 residents recently gathered at a community center in south Phoenix to protest the project, claiming it will hurt businesses along the planned route by removing car lanes and diminishing their customer base. They also claim the extension will bring crime to their neighborhoods.

Voters in Denver shot down light rail in November of 1980 (I voted for it), then in 1994 the first line opened. About the only opposition was having a double track line down Welton Street through Five Points. RTD ended up building a single track line with provision for a second track. Since then, every time a new line would open, RTD had to order even more cars because ridership exceeded expectations.

Do I detect a whiff or racism in the claim that rail transit will bring crime to a neighborhood? This is really a tired trope. A potential burglar would likely travel by automobile as opposed to waiting for a train in the middle of the street surrounded by stolen loot.

When MetroLink constructed in St. Louis, there were three votes to extend the line from the airport out to St. Charles (a suburb in a neighboring county, separated from St. Louis County by the Missouri River) using existing ROW and in most of the route, existing track and an extant RR bridge over the river. It was voted down all three times and after the last vote, St. Charles demolished the bridge. Why? Because MetroLink ran from East. St. Louis (a poor, minority city with a high crime rate) to Lambert Field, and St. Charles residents didn't want "blacks taking the train out here to rob our homes."

I can easily see where a train station might increase crime in the immediate area. It’s not necessarily because criminals wide ride in on a train, commit a crime, and ride away. It’s because train stations can attract riff raff. Riff raff that wouldn’t otherwise be there.

I used to laugh when people would protest a 7-Eleven coming to their neighborhood by saying that it will increase crime. Now that I live near one, it doesn’t seem so ridiculous anymore. A train station can be similar.

I have heard claims that the immediate area of the Christopher Street PATH station has a fair amount of discontented "youth" from NJ. Mostly petty crime (more like pickpocketing and drunken behavior than armed robbery) but still annoying.

The irony of it all is that the area in question is predominantly Hispanic and African American.

The money that is being spent could be better served for regional rail. The light rail as currently configured does not go where folks live.

Before I moved back to bay Ridge, there were 2 businesses that wanted to open 24/7. One was a Rite Aid drug store at 79 St and 3 Ave and the other was a 7/11 at the corner of 65 St and 3 Ave. The NIMBYs protested claiming that all night businesses if this type would attract a “bad element” into the neighborhood. The drug store has not yet opened 24/7 yet but 2 other Rite Aids in the neighborhood are open 24/7. The irony of the 7/11 which is AFAIK open 24/7 is that it is right down the block from the local police station. What is even lore interesting is that very often, the same people who complain if they can't get medication or a container of milk when they need it late at night are among the ones who protested against the establishment in the first place.

Since I was raised and continue to live in NYC, My feeling is that in major metropolitan areas like LA should have 24/7 public transportation. That would be the only way to insure that those participating in the night life of those cities don’t drive under the influence!

Nonsequitur. Not even NYC had 24/7 mass transit (don't say "public transit"; that's a government term) originally. The original intent of the subways was to run mostly passenger during the daytime and freight at night.

That would be the only way to insure that those participating in the night life of those cities don’t drive under the influence

No shortage of drunk/stoned drivers in NYC at any time of day, including night. If one is drunk or stoned, one does not want to take the subway, bus or train and get robbed or beaten up or worse.

Where is the source of your info that the subways were not always 24/7? It may be possible that the els and some streetcar lines may not have been 24/7 but any documentation I have seen indicates that from day one, the subways ran all night. Even Boston at one time ran all night although it no longer does and both Chicago and Philly runs all night although not on all lines.

I can see where you would think that but to me if Tokyo and Seoul can exist without 24-hour service then LA can as well. If I had to choose between 24-hour and better/more frequent rush hour then I choose the latter every time. Right now we have 21-hour service. That probably services 99% or more of the potential transit trips.

I'm pretty sure LA has 24/7 transit, it's just in the form of buses. Most all of the major European cities have night bus networks and when I lived in Philadelphia you had a good amount of night owl routes as well. Can't speak on Asia though.

Not everything needs to be a train...

You’re right. I was thinking rapid transit, but we do have 24 hour buses. I don’t know how easy they are to use at 3am, but there’s at least something.

When I was in Chicago in 1989, all the rapid transit lines except for Ravenswood (Brown) ran 24/7. What I did notice though that unlike NYC, the midnight bus headways were better than the trains.
