What is the construction at Atlantic Yard about?

I have been biking by the Atlantic Yard (over Vanderbilt as it crosses Atlantic Ave) and was trying to figure out what they are building?

At least they seem to be redoing the retaining walls, but what else?

There will eventually be a platform over the rail yard with apartment towers on top.

There is also a new portal at the West end of the yard to allow direct access to the Terminal without requiring a reverse move.

Atlantic Yards Report has some detailed information, mixed in with a lot of political commentary.

The MTA gets $100 million (some upfront, some over time).
The LIRR gets a rebuilt yard and a new direct connection from yard to terminal.
NYCT got a new subway entrance.

There are also payments for the subway station naming rights - I think to the MTA

The city and state both paid and got payments and benefits from the overall project.

The reason I asked was that I thought that the MTA was only the operator of the LIRR, not the owner- like the NYC Transit Authority still owns the subways.

LIRR, MNR, SIRTOA, and MTA Bus Company are all subsidiaries of the MTA.

NYCTA and TBTA are affiliates.

The way things are going, it wouldn’t surprise me if the open cut portions of the Brighton and Sea Beach lines aren't covered over and used for some sort of construction either residential or commercial.

That would make some reasonable sense, considering how the density is going up and up around the lines.

New York owns the LIRR...
NYC owns the subway and bus system,while the NYCT operates under long term lease.

What about the backyards facing the lines? The owners would probably block something like that, no?

Yes. But is there any practical meaning to that distinction in nomenclature? Or is it a distinction without a difference?

Anyway, doesn't the City of New York still technically own the subway infrastructure? If so, exactly what does that consist of? The tunnels and the ironwork of the els? The MTA (or NYCTA) purchases the cars, yes? And the rails and the signals? So what remains for the City to own?

The practical meaning is that the subsidiaries are 100% owned by the MTA, and have effectively no legal identify outside of the MTA.

They are all governed by the same New York laws. The MTA can create new subsidiaries, dissolve existing ones, and transfer assets with minimal legal requirements.

The affiliates are legally connected to the MTA, but are not owned by the MTA and have a clear legal identify outside of the MTA. T

NYCT and TBTA each have separate sets of laws that govern them outside of the overall MTA laws.
The MTA cannot transfer assets to and from the affiliates outside of strictly controlled processes.

The subtle differences mean a great deal when it comes to things like
Federal funding formulas for different types of purposes. A common example has been bus purchases for TA/OA vs BC.

Maybe not since only the area directly over NYCTS property would be used and the homeowners would have no rights to it.

What is interesting about SIRTOA is that while it is a subsidiary of the MTA, most of its management are employees of the MTA affiliate the NYCTA.

That sort of thing is common in most large corporations. The actual ownership structure of subsidiaries and affiliates is rarely related to how the parent company actually manages each of its owned companies.

When I moved to NYC in the spring of 2010, the construction was just starting.
Realistically, it will probably be another 15 years before it is done, meaning close to 25 years of construction.

The good news is that with only a few buildings being built at a time, the construction traffic is manageable.
