Was the lower level completed at this point?

I probably was, but it would be many years before the lower level would be used for regular passenger service. As I alluded to in another post, many lines on all the divisions were built with provisions for express service but the ridership at the local stations precluded the operation of such services.

Both upper and lower level stations were built at the same time. Since Smith Street is not a wide thoroughfare, the express tracks had to be built under the local ones.

I wonder why the city didn’t just demolish some buildings on one side of the street to widen it as was done on Lafayette and Church Sts in Manhattan.

The lower level at 42nd St. wasn't immediately tiled when it was built.

That is definitely known since it has the tiles in the same style as the stations between ENY and Euclid and 179 St as well. York St also has that type of postwar tile but I haven’t been able to get any info as the when that station was tiled. It may have been that way from its mid 1930s opening.
