The project needs to be made cheaper. You are making a mess of the Empire Tunnel and West Side Yard leads. That will make the project even more expensive.

Which original intention are you referring to? Gateway was designed from the get-go to be an increase in capacity for both Amtrak and NJT, as well as fixing Portal bridge. ARC was designed more to be an increase in capacity for NJT with additional trackage in NJ, where any benefit for Amtrak was more incidental. It looks like they weren't even planning to interact with the existing tracks on the NY side.

Well then it was stupid not to make repairs to this tunnel and start the process to build another one all those decades ago, the same stupid that brought the city's elevated's down you can't fight stupid. Karl M

Probably because train traffic was less important until recently. Also, no one could afford or was willing to spend the money on digging new tunnels.
