Yes. By Rule, any time the brakes are charged following an emergency brake application, including the "deadman test" at the last stop.

Hi. What is the "deadman test" at the last stop? Is that when at the end of a run, you go down on the track bed to see if you unknowingly have been dragging a dead body under the train?

To allow removing the T/O’s tools (brake handle on cars equipped with brake valves and reverser) the train brakes have to be applied in emergency. It can be done by either placing the brake valve (or controller on single handled equipment) or releasing the deadman’s button on the controller handle on all equipments. The prescribed method is to use the deadman’s button to insure that it is in proper operating condition and is presumed to be the next time the train is operated from that cab. At one time the deadman’s button was supposed to be tested before each trip but that practice was changed many years ago since it required the train to be charged, brakes released, the button dropped and train recharged a practice still required on the commuter RRs AFAIK.

Isn't just handle off on the old stuff, you not opening conductor brake valves or anything?

C/R brake valves would not be opened in any case. On NTTs, the deadman’s handle is still released causing the BIE unless the controller is in full service position.
