Do countdown clocks not show times over 31 minutes away?

Currently at 1:20pm (due to prior loss of power at Queens Plaza), the next Bay Ridge bound R is 31 minutes away at Union St. The last one just left 77th St. So that means there's approx a 50 minute wait for the next R train.

Not sure why it's so hard to realize you just short-turn R trains at 36th, Atlantic or Whitehall when that happens so you don't screw Brooklyn riders with 50+ minute waits for a train.

This has been going on for months now - 30 minute gaps at all hours of the day, followed by 4 trains in a row, and NONE of them go express, which exacerbates any delays.

They probably don't want to anger riders elsewhere who have to go towards Astoria/QP.
