Yep. Penn Central did everything to chase the passenger away. In addition, they chased all the freight traffic out of Manhattan. An example, Anhaueser Busch's Newark Brewery couldn't keep up with the new demand of their suds in the NYC area with the demise of Schaefer & Rheingold's popularity. They wanted to ship their beer in from out of state brewerys to the PC's 60 st team tracks. They guaranteed the railroad an average of 1000 carloads a month.
Penn Central turned them down.

There's an existing, 10-block tunnel segment to go along with the one that was tied into the section that is now open. And it will still take 11 years? I find that hard to believe.

Rumor has it they're going to ignore that 10 block section because there's no way to build the 116th st station if they use it. Probably why there was originally not going to be a 116th st station.

They could just fill that center trackway (it is a 3 track tunnel) with a platform, should be incredibly cheap. But what do I know...

That rumor is wrong. Part of the tunnel will simply be demolished and rebuilt to include the 116th St station.

The MTA always planned to use the tunnel between 110th and 120th Sts as part of Phase 2. I'm not sure where this rumor they wouldn't started.

They are not ignoring the 10 block section (110th - 119th St.) that was already constructed by cut and cover. However, they will have to make some modifications to it due to the fact that it was not built with the intention of having a 116th St. Station. Apparently additional revisions (like possibly expanding that portion of the tunnel segment where the 116th St. Station will be) need to be made to that station besides placing a center platform over the center track way (as I imagine that would be a narrower platform based on the width of the track even if it had a small walkway for maintenance as I believe was originally intended).

Later on, in Phase 4,they plan to ignore the segment under and around Confucius Plaza (and the so-called provision behind the walls at Grant Street)

Heh, I figure they would prefer to charge for a new tunnel, do nothing the first four years, and say they're more than halfway done when asked. But you're right. Materials need to be purchased at inflated prices, equipment needs to be rented at inflated prices, it's pretty hard to graft money when you don't have any bills to pay...

I knew all around the Phase 4 concessions (and I'm fairly certain the whole phase will never be built anyway). The 116th st one I read in a few blog-style articles and on some Youtube comments, but I can't seem to find anywhere. In any event I hope they really are going to use the tunnel and just put in side platforms (heh, they can even keep the maintenance pit).

What I would do there is make 116th the only SAS station with side platforms. That allows for the third track to be kept.

Even with side platforms, the tunnel segment around 116th would have to be enlarged.

Back in the late 90's, when this reiteration of the SAS project was being planned, I recall seeing in planning and environmental documents that were made available an alternative that did have a scheme to not use part of the existing segment. This alternative had the tunnel diverting after the 106th St. Station, cutting diagonally under private property until making it to the 125th St. Station. This totally bypassed much, if not all of the 110th St. to 119th St. segment and left no possibility for a 116th St. Station. This alternative was rejected early on. It is possible this is what was being referred to.

Up till that time there was a similar law called Condon - Wadlin which had similar but less severe penalties but those were discretionary and not always applied. The Taylor Law which replaced it made the penalties mandatory and more severe.

Yeah me too. I was a freshman in high school & needed bus & subways to get there. I lived by the Flushing line & every once and a while I'd hear a train go by & worry that the strike was settled. Only later I learned that supervision were running trains to keep signals, switches & rail from rusting too much and ready for service in case of a sudden settlement. It was fun 'till I had to make up lost time during the Easter break

I was attending Queens College that year and it was the only branch of the City University that opened during the strike and I had to get there because it was also finals week. Going to school I took a taxi but coming home I took advantage of the special bus service that the college was running to both the Jamaica and Flushing stations of the LIRR. Depending on which bus came first. I would go to either Flushing or Jamaica and take the LIRR to Penn Station. I lived in Wash Hts at the time so when I got to Penn I walked to Port Auth Bus term, took whatever bus was going to the GWB and changed for a bus to the GWB Bus Terminal which was only a short walk to my apartment. I probably could have gone to school the same way in the reverse direction but since it was finals week I doin’t want to take the chance being late so I took the taxis. If it had just been a week of normal classes I probably would have cut but fortunately I didn't have exams every day during the strike so it wasn’t so bad.

I don’t recall specifically mentioning anything about newly hired probies. What I did mention was the difference in the penalties between the Condon-Wadlin Law in effect in 1966 as opposed to the Taylor Law which replaced it a year later.
