And wasn't it that which explained part of the delay of Third Avenue Transit streetcar lines' being converted to buses run by Surface Transportation in Manhattan and those parts of the Bronx that hadn't been converted aforehand?

I'm guessing such a campaign (tyres vs rails) was used to stave off the busification of third avenue streetcars...

Why do you say that? Clearly he means the need to save rubber for the war effort delayed the conversion of trolleys to buses.

That was also the focal point of my query . . . the tires v. rails dichotomy posed in WWII.
