MTA: Amtrak work causing delays in East Side Access project

The MTA says Amtrak's summer work at Penn Station is causing delays for the ongoing East Side Access project.

Once complete, the East Side Access project is expected to help minimize the impact when there are railroad problems and Penn Station troubles by giving commuters another option to get to Grand Central Station.

"East Side Access has been delayed so many years many people believe it will never happen," says Charles Moerdler, of the MTA. "If East Side Access had opened on time, there would not be the 'Summer of Hell.'"

Transit officials say 162,000 are expected to use the East Side Access daily when it's finally complete.

But at Monday's MTA board meeting, officials said the project is being delayed by the Amtrak infrastructure work.

However, MTA officials said that so far, Amtrak's work is proceeding on schedule. About two weeks into the two-month project, it is now about 30 percent complete overall.

I don't see how. All the work is west of the Penn Station platforms and replacing track 10 - 12, all places that seldom feel the weight of a LIRR train, yet their rush hour train volume is down 18%.

I think MTA is making excuses for ESA. Of course they could have done some minimal improvements at Hunterspoint Ave, given how they fucked up planning and engineering requirements for ESA so badly.

The MTA is not kidding. They don't control the work on Amtrak trackage.

What does that have to do with ESA? Looks like that has its own Harold bypass and is not dependent on Amtrak at all.

So the MTA contributes nothing at all to Harold's upkeep, even though they are the primary user? Doesn't sound right to me. Never mind the connection of ESA to Harold being an MTA project and nothing to do with Amtrak.

Harold Interlocking's upkeep has nothing to do with ESA construction. The first is an operational issue, the other is a capital expansion. Amtrak's cooperation is required for tunneling perpendicular under Sunnyside Yard and the Harold Flyover project. Amtrak trains to New Haven will use that.

It has everything to do with both railroads, including Amtrak's bread and butter (Acela), and is the busiest railroad junction in the country.

Too bad is was not built with Pennsy-style under-jumps or flyovers in the first place like they have further east where the Port Washington Branch and Hell Gate line split off, and at White Pot.

The Amtrak work certainly can't help, but sometimes it seems as though every gust of wind delays ESA.

Amtrak DOES NOT own Harold interlocking. LIRR does. Amtrak owns the Hell Gate line and the tunnels into NYP but does not own Harold. Yes Amtrak dies do maintenance work on Harold and many have been pulled to do the NYP track project but please tell me how this has anything to do with ESA project when they are still doing fun so work and no track work or Signal work?

My point is that every problem that happens with ESA is not always the MTA's fault, sometimes outside forces like Amtrak are to blame. IMHO the MTA does a far better job than they get credited for.
