So a station exists, it's used off and on, last time in 1970, and it's going to take maybe 5 years to clean it up enough for people to use?

In addition to the total rehab of station that still has trains going though it 24/7, they are putting elevators in a park.

3+ years for planning, budget approval, design, community input, and contracts followed by a year+ for construction seems reasonable by government agency standards.

Design work?? Last I saw when passing through the station looked just fine. Put some signs and light bulbs in, powerwash, jackhammer open the exits, repair stairs, frame exit staircases with 3 railings, add turnstiles and vending machines, toss in some security cameras. Less than $1m there. Now just add in $10m for the elevators and we've done it for less than half price.

As others have said, just reopened it and do the bare minimum of work required. Though an elevator may be required per ADA. I'm not sure. Would have to research it

The problem is, some people won't accept it unless it truly was a "new" station. In theory, using the existing tiles might work, but it depends on whether or not those need to be replaced anyway.

Look at all the NYC subway stations that are non-ADA compliant. As long as no major renovation is done, ADA compliance is not required.

I've been looking at them for years. What is your point?

As long as no major renovation is done, ADA compliance is not required.
Sorry if I don't take your word for it. I think the issue may be more complicated.

Would the average passenger even know the difference between the original tiles and new ones if the originals are in very good condition? With modern technology, even the original station lighting shouldn’t need to be replaced like at other stations since the original incandescent bulbs can be replaced by either compact fluorescents or LEDs in the same sockets.

Concur. While I am adamant that the elevator must be installed, re-opening the station as soon as the cleaning/new fare equipment are done is no different from having no ADA accommodations at existing stations would be.

I do get that. Mind you, with close kin in wheelchairs, I am all for making transit accessible. Iwas unaware thatthe restored station culd not open until up to standard. For comparison CTA has announced cosmetic rehab of Belmont on their Blue Line w/o ADA upgrade, which I find wrong.

Cosmetic upgrades - fine. NYC is doing many such upgrades without ADA. Major rebuilds/reopenings - need ADA unless you get a waiver.

As I tried to make clear I am adamant that the ADA upgrades occur. My entire question was whether PATCO could reopen if the elevators were under construction.

I'm sure it has stairs to the street as well, but I know what you hopefully meant (that the stairway openings have been slabbed over and/or replaced with hatches).
