Reduced fare metro card machine

While on the downtown #6 platform at 33rd Street, I noticed a metrocard reader on the platform side that stated "Reduced fare Metrocards only". What is that for? This is at the 32nd Street exit/entrance.

I suppose it would be for people who are eligible for 1/2 fare metrocards so they wouldn't have to go to the uptown platform and cross the street.
WHy they don't they just get a permanent card instead, that would make sense.

I believe that the reduced fare motorcars are sort of permanent since that have photos like the employee Metrocards.

That word should be “Metrocard.” It looks like my spell checker went wild again. I couldn’t be a typo since the letters that my computer typed are nowhere near what I actually typed in.
