Dear DVARP members and friends;

We have some important information and advice for all of you who ride SEPTA Regional Rail.

On Friday, SEPTA maintenance personnel discovered a structural defect in the trucks of one of the new Silverliner V cars. As a precaution, all of the Silverliner Vs have been pulled out of service until their trucks can be inspected and repaired or replaced if necessary. So far, nearly of the trucks inspected have shown signs of the defect, so it is likely that all the Silverliner Vs will be out of service for several weeks.

SEPTA has enough Silverliner IVs to handle the off-peak service, so service today and on the Fourth of July will run as originally planned. But there will be serious disruptions to rush hour service starting Tuesday morning. Under normal conditions during the peak hours, the system is running at more than 90% of capacity, and now more than 30% of that is being taken out of service.

Right now, SEPTA is developing a temporary schedule which will go into effect Tuesday. Details will be announced at a press conference this afternoon and posted on the SEPTA web site. We expect that it will be based on the modified Saturday schedule that SEPTA uses in the event of snow or another weather emergency. Some lines (likely Cynwyd, possibly others) will be run with shuttle buses or have no service at all. SEPTA is also asking Amtrak for help with additional Keystone stops on the Paoli/Thorndale line, but whether or not that service will materialize is unknown right now.

SEPTA is also checking with other commuter rail operators to try and obtain their spare parts to help expedite repairs. However, they expect there won’t be enough out there, and new parts will have to be manufactured. Thus it’s possible that service will not be back to normal until the end of the summer.

This is going to be a hardship for all RRD riders. Here are some tips for getting through the situation.

1—Know your alternative routes. Many SEPTA stations have nearby bus or trolley stops with service that will connect to the subway and elevated lines to Center City. For those of you on the Paoli Line, the Norristown High-Speed Line will be an excellent alternative: use it!

2—Get the SEPTA app for your iPhone or other mobile device. The Next to Arrive feature of the SEPTA app will give you up to the minute information, direct from the control center, on where the trains are and when they will be at your station. And TransitView will show you where all the buses and trolleys are, so you can find your best alternate route.

3—Try and adjust your travel plans so you can ride before or after the peak of the rush hour. Trains will be less crowded then and less likely to be delayed. Ask your employer about flex-time or telecommuting so you can stay out of the worst of the crowds.

4—Use an alternative station for your trip home in the afternoon to maximize your chances of getting on board and getting a seat. If you ride a Pennsy-side line, board at Jefferson Station (Market East). If you ride a Reading-side line, board at 30th Street or Suburban Station.

5—Be courteous. Put backpacks and other items in the luggage racks instead of the seat next to yours: every seat will be needed during the rush hour. Offer your seat to older or disabled persons. And look out for opportunities to help your fellow riders by letting them know when the next train will arrive or where to find alternate transportation.

6—Be our eyes and ears in the field. If there are problems at your station, if you have suggestions for where to place signs pointing towards alternate service, or if you have ideas for improving passenger service during this crisis, call or e-mail us, and we’ll forward your ideas to the right people at SEPTA. They really appreciate the on-the-spot information that DVARP members are in a position to provide.

One more helpful thing you can do is try and correct any misinformation you see on social media sites, read in the news, or hear on the train. For instance, there are a lot of people thinking that the Korean company that assembled the trains, Hyundai Rotem, is to blame for the truck defects and they are an example of shoddy foreign workmanship. The fact is that the trucks were built in America by another company on a subcontract from Rotem.

Also urge people to be patient. Right now, the first priority has to be setting up a plan for safely carrying as many commuters as possible while the Silverliner V fleet is out of service. Once that’s in place, we’ll talk to SEPTA about customer service issues like pass refunds. If you have any questions about the situation, please call or e-mail, and we’ll get answers for you.

Big-time problem:

At least it's happening in the summer and the first week of the problem is on a week many tennis junkies take off for Wimbeldon and in this case, Soccer fanatics taking off at least part of Wednesday and Thursday for the EURO Semifinals, plus it being a big vacation time helps since not as many would be using it this time of year anyway.

I wonder if the Trenton line will get priority in keeping as close to a normal schedule as possible, especially given the amount of people who travel between NYC and Philly using SEPTA/NJT that likely will be higher the week of the Convention (though perhaps the RiverLine could see increased service between Trenton and Camden (Transportation Center) to compensate for the loss of some trains on SEPTA RR during convention week).

The Septa GM explains how a fatigue crack works, they were lucky this truck they saw did not cause a derailment, the truck just kind of bent up and locked up. (Listen to the video).

IIRC, SEPTA didn't want to spend the money to get them to pass inspection. Don't know if it was to pay for waivers, or to update/overhaul the cars. When they came due, they were retired (hence the farewell trip).

They (hopefully) are referring to inspection time limits, sometimes cars get retired as major inspections come due, but as you point out, nothing stops you doing the inspections and carrying on. In an emergency, some inspections can be postponed with a waiver like the Amtrak Katrina evacuations. Not that different than an airline dumping planes before D checks were due.

Which means any 'warranty' is going to be worthless, because they're in CH 11 again.

Actually, having to re-engineer and replace 300 or so trucks might push the company into CH 7. Nevermind the other liabilities that'll come from this

They're darn lucky this was found BEFORE a derailment. They'd be totally screwed if it was found after...

The people of Philadelphia who have to get to work are really hosed. 50% of RR service during rush hours. They are going to run a modified Saturday schedule.The closer you live to the city, the more likely it will be that you are passed up because the train is full..
The train will start from the far end ,start picking up and get full too soon. Like a Thorndale train could fill up by Paoli , Berwyn, Devon......

People will give up, leave an hour earlier, and try bus routes,subways, subway-el , light rail, trackless and the NHSL.

Hopefully this takes you to the news conference for today,you may have to play with it.

This whole thing reminds me of transit equipment debacles in NYC in late 70s/early 80s.

First the structural defects found in the R-46 cars requiring old car stock (R-16!) to be pressed into service.

Then the debacle with the (GM?) 870 series of busses, where in one celebrated case, the engine fell off its chassis onto the street, while the bus was in service. All were pulled from service and the MTA literally had to go down to Washington DC and drive up with 100+ out of service busses to replace them. (Yes, actually rode them in Manhattan)

I remember R-10 cars running on some E trains during that time. They were in truly horrible condition by then like most TA rolling stock. Many of them had square wheels but none of them had cracked trucks like the R-46 cars did. Ironically enough the R-46 once through GOH has become a reliable car.

The warranty obligation might fall onto Hyundai as the prime. Not sure how the contracts are structured. Hopefully they won't need re-engineering, just straight repair or replace. Not sure how much variation there is from the GSI-70 design which has been around for a long time.

It'll fall onto Hyundai, who'll go after Columbus.

They won't get anything from Columbus, who is pretty much sunk by this anyway. They were sunk before this, actually. This just will be the final nail.

But, I have to wonder why on earth they went with such an obsolete design and technology (Cast trucks? Really?). I suspect it wasn't their choice, given they likely had an in-house design that could have worked. And, if there was external influence by SEPTA and or the state or feds, it could get messy. After all, Hyundai can just point back to SEPTA and say "We only used this component because you told us to, it's not our fault it didn't work". It'll all depend on what Hyundai proposed, how SEPTA and their consultant responded, and what happened after that. If at some point, SEPTA told Hyundai to use this vendor, and Hyundai said "We don't think it's a good idea, but ok...", you can bet those emails will be dug up and handed to Hyundai's legal department...
