GN 4-6-0 #1008 exiting Great Northern Tunnel, Seattle

Not sure of the year, but the tunnel was built in 1904/5 and the locomotive (a Baldwin, class E-14) was built in 1909; the cars look to be much later than that at least by a decade though.

Did any other roads besides the GN & PRR use the Belpaire firebox en masse?

Outside the US, Ireland's Great Southern Railway, and afterwards Coras Iompair Éireann (CIE). They converted the vast majority of their steamers to Belpaires and always used them on the rare new-build locos such as the 800 class.

And by "cars", I meant automobiles (visible through the railing above the tunnel) rather than the passenger rail cars.
