The city had to show the Federal Office of Defense Transportation that the Brooklyn Bridge tracks would still be used and that they had sufficient manpower to change over from elevated to trolley service. The last train left Park Row at 12 noon. At 12:08PM,shortly after the train left Bridge-Jay Sts, railroad ties were fastened over the tracks, just west of the platform to officially embargo service.

here`a a question that I never thought of:was trolley wire strung over the the row before or after the switchover:?

Right after the els stopped, the streetcars continued to use their roadtracks, so I would say they installed it before the switchover to the el tracks. Probably while they were making the track connections and the el tracks were not in use yet for trolleys.
