Are you saying only 2 cars were carrying passengers or only 2 cars were open for boarding but all 4 could be used for seating? |

Correction, it was a three car train, only two cars were open for boarding, and on those two cars , one one set of doors one each car was open for boarding. The third car was not used but could've been, if they had more conductors. |

Is it possible they were shorthanded or they forgot the Flower Show had started?Also, there was freezing rain and perhaps some people didn't show up because they had to take care of stuff ahead of that. |
