Why do the green signals blink? Apparently something to do with CBTC, but what?

Also, what would be needed to operate a non-CBTC train on the line if needed?

IIRC the blinking indicates that CBTC is operational in the block

Blinking green an indication used to tell train operators to proceed according to the cab signal. (Compare NORAC rule 281a.)

As for non-CBTC trains, let's just say that there are now long blocks between interlockings.
