Answer to #2 is that if the news service pattern were implemented as a supplement schedule, the extra running time would impinge on crew recovery and lunch times and If I recall, per union agreement, such a long term adjustment to the work program cannot be made as a supplement schedule if it would go more than a certain length of time although how long, I don't recall.

Do the slower running time mean adding a train set to the cycle ?

True, but this has more to do with the Williamsburg end of the (M). Since that end likely would see bigger ridership and warrant full service into Manhattan, it makes more sense to have the (M) operate to 71-Continental.

Looking at the current schedule, the 12:01 AM from Stillwell arrives at 57th at 12:52, leaves 57th at 12:57, arrives back at Stillwell at 1:50, and then leaves Stillwell again at 2:01. So they could take 2-3 minutes out of the T/O's break at either end, if that's permitted. That would also leave a lot less slack for delays.

Or they could add a 7th train. But I doubt they could do that for $73K per year.

With a 20 minute headway I'm sure the 1:50 arrival would leave not at 2:01 (the train across the platform would) rather would leave at 2:21.

Conceivably trains could leave STL earlier to make up for the difference in running time and leave 57/7 at the same time arriving back to STL 2-3 minutes later.

Therefore I don't see the need for an additional train or crew. From the hours of local operation a couple of late PM crews would go local in Manhattan, perhaps just one way. Midnight crews would go local either once, once-and-a-half, or twice. NYCT wants more out of their train crews for less money and they are accomplishing it.
I have no idea where they get this change costing them $73,000 from. The increased running time is abysmal. A crew can easily lose 2-3 minutes just with 1 track gang.
