If the derailed train was stopped for only 20 seconds before being struck, I gather the crew did not yet realize they had derailed or was fouling adjacent trackage. Normally at least as far as I know the engineer is required to broadcast their distress call when they place their trains into emergency or other crew sees imminent danger about to occur. I never was instructed not trained to place distress calls for BIEs I don't have knowledge to immediate cause but I don't think even that would have made any difference here since the other engineer was reported to have seen the dust cloud and already dumped. I can't wait to see what rule changes the FRA has waiting.

The engineer did send Emergency Emergency Emergency the moment he dumped it according NTSB report.
