I would be inclined to say the line between the two is very blurry at least when it comes to some individuals, though I can think of many explorers who don't know the difference between an R40 and an R142. A lotta good guesses in this thread. I'd say for sure what was right, but I'd end up sleeping with the fishes, or maybe judge crater... Anyway, from a security standpoint I'd hardly worry about the average explorer.
