The Montreal Transit Authority will not disclose the details of a report that subway employees allegedly told a client they "don’t serve English people."

Michael Dunning, 55, a church minister, says he asked for an all-day subway pass in English earlier this month. He claims two subway employees told him they wouldn’t serve him in English and allegedly laughed and cursed him behind the service window.

In a letter to Dunning, Sylvain Joly, a representative with Société de Transport de Montréal’s (STM) legal department, wrote, ‘‘Your complaint will receive a confidential treatment according to the legislation applicable in this matter.’’

The transit authority has apologized to the man but says it won’t reveal the details of an investigation into his complaint.

‘‘...we want to point out that the customer service offered to our clients remains a priority for the STM. From that perspective, the words you reported were actually said to you. The STM regrets the unfortunate event,’’ the letter said.

For Dunning, this letter is not enough and he does not see it as an apology.

Dunning said he will write to Montreal's mayor and the Prime Minister's Office.

He is also planning to take the matter to court and has already gone to the human rights commission.

Meanwhile, STM spokeswoman Marianne Rouette said subway employees are protected by the Charter of Rights and Freedoms in Quebec and cited it as the reason why STM will not make public the results of the investigation.

‘‘Let’s say you do something bad and someone takes action ... under the charter, you, just like me, we’re protected,’’ Rouette said, explaining privacy is the rule in employee-employer relations.

Article 45 and 46 of Quebec's French-language law stipulate that an employer cannot reproach an employee for not being able to speak a language other than French. Nor can employers force an employee to speak anything other than French on the job, unless their specific duties necessitate them knowing another language.

He should do what any reasonable person visiting Quebec would do. Learn a little French so as to at least show that you're trying, and then carry on the English conversation with a smile on both sides. Speaking English and not even trying French up there is equivalent to speaking Spanish in Arizona.

Only problem is Canadian French is actually 16th Century French. If you take a French speaking Quebecker and put him on plane and fly him to Paris he won't be understood. Modern french is not always understood in Quebec. I believe children in Quebec are know taught both French and English.

Yep ... learned modern in school, perfected ancient outside Montreal. Fact ... just about everyone in Quebec knows English well enough - that's why I said you have to TRY to speak French up there. Given how the rest of the Dominion's attitude towards those "cheese-eaters and wine drinkers" is, they're a bit touchy about their language.

If you TRY, even if you fail miserably, you win and they'll murder YOUR language to make you stop murdering THEIRS. Also paper with pictures of Jackson on them do the trick as well. :)

Have lots of friends on Ontario and Alberta, that's why I said that. Canada also needs to be mindful of the other part of the equation. God created such majestic beauty and a perfect environment in France that he had to create the French people to balance it all out. :)

This discussion needs the input of a French Canadian. Are there any here?? OH WAIT! I'm one. LOL!

Most of the posts, with the exception of Selly's, are pure merde de toureau. "Standard" French isn't understood in Quebec?? Nonsense! Of course it is. A few TV shows are produced locally but where do you think the rest come from?? European French can't understand us?? Well, they may not understand some of the really isolated, country cousins who, in fact, speak a different dialect called "joual," rapidly dying out and spoken only by old people. (In fact, I don't understand it either.)

The French language in Canada today is not the French of 100 years ago. Much improved, although with a distinctive sound and accent of which we're proud and Europeans find "amusant." In France, all I have to do is ask for a cup of coffee and I get, "Salut, Quebecois!!"

To the matter at hand: The Rev. Michael Dunning obviously has an ax to grind-- sort of a Canadian Rev. Ian Paisley, determined to make a goofy remark by an over-enthusiastic and silly francophone into a federal case. Within the Province, he's a "minority" so, of course, the Tranport Authority is bending over backwards and kissing his Anglo ass in an attempt to diffuse the situation. (Hmm, does any of this sound familiar?? LOL).

We've all experienced this type of slight-- on my part, in English Canada and, as a white person, in Harlem where I was working one day on the job. (I was asked to leave a small diner where "my kind" wasn't welcome.) Hey, you shrug, write it off as pure ignorance, and move on. I get the feeling that Rev. Dunning is hoping to get a lot of mileage out of his Montreal train experience. (Again, sound familiar?)

Nah ... folks from Quebec actually LIKE New Yorkers ... it's the English to the west of them that annoys them. Once they know you're from New York, things change. At least from upstate anyway. :)

From what I've learned from Quebecois, the entire province remained rather backward until the 1970's ... given all that and the derision from other provinces, they have come a long way.

I travel to Harlem on Sunday afternoons, and every week I see the same scene: a bunch of over-the-road coaches parked on Lenox Avenue, mostly between 126th and 127th Streets. Most of these have Quebec license plates and "Owned and operated by" notices in French.

I also notice sizable crowds of people waiting to be seated at Sylvia's.

There might be a connection, but I don't stay around long enough to see if there is.

That's unfortunate. My wife and I had a positive experience with STM's employees. We visited Montreal in 7/2010 and we used STM's buses and subway quite a bit, and they were quite helpful. Often enough if someone spoke French to us, they immediately switch to English once they realized we spoke english. I'd visit again, but I definitely prefer Toronto and Vancouver to Montreal.

The morons in Quebec are fanatical about protecting the French language. They've been quite successful at it, given the English won Quebec from France 350 years ago and French should have been phased out. Even the French hate people from Quebec. They're provincial racists.

With the exception of New Brunswick, no provincial government is officially bilingual. The Canadian federal government is officially bilingual though.

BTW Quebec drivers are awful!

Really? They drive downright slowly on the Northway, and to be honest, dealing with them on the Metropolitan or Decarie isn't that bad. New York seems to be far worse, IMHO...

The morons in Quebec are fanatical about protecting the French language.

Admittedly, the British never really pushed the Quebecois into English or Protestantism with the few attempts to do so leading to riots, and the rapid increase in the Quebecois population made it hard to stamp out the French speaking population in the first place. Even with immigration, the Roman Catholic immigrants from Ireland just ended up being absorbed into the French population due to religious cultural links. One could argue that much of the current legacy of the French language can be linked to the Quiet Revolution that turned Quebec from a rural backwater into a modern, highly urban society that coincidentally purged a sizable chunk of the Anglophone population once the Parti Quebecois came to power, and the transformation of the educational system into one where the French students actually had a chance to go to university, and the fact that Radio Canada and it's private francophone counterparts were more likely to bother with media productions that the citizenry didn't mind using.

You're thinking of Nova Scotia, I suspect, and that's only in certain enclaves and Cape Breton Island. Second language in New Brunswick is French.

That is not a solution. They would then talk back to you in English to show how bad your French is.

I have never had a problem with them in Montreal nor Quebec City.

Unfortunately, 2 overt bigots work for the transit system, and they need to be outed.

Yeh well, they tried that Separatist bullshit in the mid-1990's and it backfired. The banks all moved out of Montreal to other cities and their unemployment shot up to 14%.

I am told they dislike the English Canadians (in the USA known as WASPs), but have no problem with Americans.

Because of legend, they know that the troopers north of Saratoga are out looking for their plates just like they are for ones for Jersey. I'd compare Quebec drivers to northern Jersey drivers for fast moves, no signals and a bit too horny. But then again, if you get in there and drive just as insanely as everyone else, they'll get out of your way. :)

Quite - once visited in 1984 - and UK school French did not go down well - not a place to revist ,frankly , as "real" French people tend to be more accomodating , even in Paris.

No anti - frankophobia here - have just had a French exchange student in out home for the 5th year running , and my daughter is as we speak doing one in Brittany - and has been welcomed most heartily.

T'ronto's multo cool and all, but so is Montreal. The difference is that you need to speak some French to break that ice. Once you do though, Quebec is WAY cool.

Well ... first option is don't go to Quebec. As to the culture, it is what it is. So we ask NYC residents to be polite? :)

Seriously though, Quebec is an old culture that has only recently started to reconsider hundreds of years of stasis. They're doing so. And I think we're also missing the fact that the Rev. Michael Dunning is also a troublemaker with his own agenda. That's worth extra torture points right there. (grin) And no, it's not so much that they detest the English as it is that they want to be left alone and in peace with their own values.

The English and the French have had their own issues as well over on the other side of the Atlantic ...

How so? I ask because it is a different country and has a different culture so I'd expect that they'd behave differently. For example some Asian immigrants are seen as very rude in LA, but their behavior (I assume) is normal for where they come from. Many in more rural areas of the US say the same about NYer's.

That being said, I have a francophone relative that lives in Montreal that frequently complains about the Quebecois.
