Councilwoman Koslowitz rips (abandoned Rockaway) train line @ C.B. 6 Queens

Community Board 6 convened for its monthly meeting last week with two topics dominating the majority of the conversation: the possible revival of the Rockaway line of the Long Island Rail Road and a planned four-story development on 102nd Street in Rego Park.

City Councilwoman Karen Koslowitz (D-Forst Hills) railed May 9 against the proposed revival of the Rockaway line, arguing the commuter rail that bisects parts of Forest Hills would be disruptive to residents who have built homes in the area since the line shut down more than 50 years ago.

“It will affect the neighborhood in an extremely negative way,” said Koslowitz. “The train will burden residents who have built their homes close to those tracks. We cannot allow another train to come through our neighborhood.”

“It’s an intrusion on private property,” she said.

The Regional Rail Working Group Rockaway Subcommittee, a transit advocacy group, released options for the line in February. The options include a plan that would build two stations at Rego Park and Aqueduct Race Track.

The revived railroad line could potentially be used to shuttle passengers from Penn Station to Resorts World Casino and a proposed convention center at Aqueduct in South Ozone Park.

“The city is closing schools and shutting down after-school programs,” Koslowitz said. “I would like to know where the money is coming from to rebuild this railway.”

Koslowitz said she plans to fight “tooth and nail” against the reopening of the railway and pledged to “bring it up at Council meetings.”

Prior to Koslowitz, representatives of Caliendo Architects spoke to the board about demolishing an existing building, at 65-39 102nd St., and rebuilding it as a four-story residential building with ground-level space for a medical office.

“The building has been vacant for a number of years, plus the office space is obsolete,” said Jerry Caliendo, adding the new medical office will sit on the ground level below three new residential dwellings. “The building will be built with the existing character of the neighborhood in mind.”

Neighborhood characteristics were not the chief concern of Emanuel Alayev, who lives close to the proposed development, and parking problems is just one issue he foresees with the new structure.

“Besides the parking problems, this building will look directly into mine and my neighbors’ yards and windows,” he said. “It will destroy our privacy.”

Even with complaints from Alayev, the board’s Planning and Zoning Committee voted to approve the application for the building.

The board also voted to approve a street activity permit for the Forest Hills Greenmarket to operate between 69th Road and 70th Avenue Sundays from 8 a.m. to 4 p.m. starting in July and running through November.

One could argue that the high opportunity costs of running lead to a problem where the intelligent and connected prefer to make their money in the private sector, the smart, less connected, and less ambitious end up filling in civil service analyst positions or leaving New York, leaving the relatively photogenic, ambitious, but questionable to run for many of the political offices, especially at the local level. I've had people tell me to "run for office" because I "sound so smart", but I'm not willing to give up my privacy, owe favours to people, and become a phony to run for office only to make $70K to $125k per year as some flunky city council person, county legislator, or member of state legislature.

Here we go again with more Rockaway Line revival talk!!!! Need we go into this again about why this will NOT happen anytime during our lifetimes???? We will see trains at 76th Street before another train runs on the Rockaway Line!!!!!! While people who are against rail expansion, especially when it can benefit a borough already badly undeserved by the regional transit system, are full of shit and have not a clue to anything, the fact of the matter is that much like all other plans to get this line revived, it will crash to the ground and crash to the ground HARD!!!! It is NOT happening in our lifetime!!!

But with the M/V combo the infrastructure (Chryste street Connect) was already there and in place.

The Rockaway line will be MUCH harder to bring back than it was to make the Orange (M).

If Switzerland still had real power, they would have maintained their banking secrecy laws and told the inquiring U.S. tax authorities to stuff it. Instead, they have given in and seriously weakened their privacy laws. Still, the Swiss model did work very well for many years, and still works pretty decently for the Swiss. I agree it could serve as something of a model more a U.S. that wanted to change it's course.

The MV combination and the revival of the abandoned Rockaway line are two completely separate issues.

Yes, it was said, "That will never happen" but that's all they have in common.

The creation of the current orange M-train was simply the decision by the MTA to do it. The tracks and tunnels were there, the track switching were there - all that was needed was the directive to send trains through those tunnels. Of all this was in the hands of the MTA. The creation of the orange M-train did not require millions of dollars, but I believe saved the MTA money, and allowed the MTA to do some other things. Yes there was storm and drag about whether the orange M-train should or should not be created - debate is good - debate is healthy.

The revival of the Rockaway line is like the much dreamed about revival of the North Shore Rail line on Staten Island. An old abandoned rail-line with tracks and fossil remains in some places, washed out tracks and abandoned stations in some places, encroached upon land uses in some places, NIMBY and wanna-be NIMBY issues galore, transit boosters will little real power and no real money supporting the idea - all meaning millions or hundreds of millions of dollars of other people's money needed for the restoration - no idea from where the money will come - all to get persons to the places that they can already get by local buses or other subways.

If the funding were to drop out of the sky like rain, the local politicians would be all over it in favor of re-building the line, and connecting it to "something" to make it work. Everybody likes pork - getting funding for a project of job #1. However in a time with restricted budgets and cutbacks, and no clear funding source, local politicians know that they'd have no reason to "jump on this bandwagon" in the hopes of getting "what exactly"?

As much as some transit folk want a revival of the Rockaway line, or a revival of the North Shore Rail-line - convincing those with the money - the federal gov't - is not going to be easy. Does anyone really think that the city or the state is going to open their own wallets to provide the hundreds of millions for either of these projects?

If they were going to revive any old discontinued LIRR line the Central Branch would be the obvious choice. There would be no need for the much debated Main Line Third Track and East Meadow and Levittown would get LIRR service. Of course, where would they park the circus train???

Are there no houses sitting on the ROW anywhere between G.C. and Bethpage ?

Can you imagine the NIMBY's, not just in Levittown, but in Garden City, land of no. They can't even stand a freight train every 6 months, if at all.
