MTA says East Side Access may cost a whopping $1 BILLION more

The MTA's enormous East Side Access project to link the Long Island Rail Road to Grand Central Terminal by 2019 may cost nearly $1 billion more than previous estimates, officials said Monday.

At a meeting of the Metropolitan Transportation Authority 's Capital Program Oversight Committee, Capital Construction president Michael Horodniceanu announced that revised estimates of the project peg the price tag as high as $8.24 billion -- nearly a billion more than previous estimates of $7.3 billion.

The costs are related to unexpected delays that Horodniceanu said were largely caused by competing rail infrastructure projects that are taking place at the same Long Island City rail yard where the East Side Access construction work is happening.

Horodniceanu said that by last year, East Side Access had hit "significant construction delays" that put unprecedented stress on the project's schedule and budget.

The work at the Harold Interlocking yard is, in particular, "much more complicated than we envisioned," he said.

MTA chairman Joseph Lhota announced at a Long Island Association meeting earlier this month that the complications could delay completion of the so-called megaproject until 2019 -- a year later than most recent MTA estimates.

MTA officials said they would take several measures to mitigate the cost overruns and delays, including temporarily reducing service on the LIRR as needed. But Lhota said it was important for the agency to be realistic about the project's future, rather than trying in vain to hit targets that have been "consistently blown."

"We have to go with the right number. The public deserves that," Lhota said.

It remains unclear how the MTA will pay for the cost overrun. The federal government is kicking in $2.6 billion toward the project. The MTA has borrowed for the rest. The agency is still hoping to get an additional $2.2 billion federal loan.

The LIRR extension to Grand Central Terminal may cost $920 million more than the MTA’s most recent estimate, officials said Monday.

The Metropolitan Transportation Authority also pushed back the East Side Access project’s expected completion date by three years to August 2019.

Officials cited the enormous complexity of a project that includes building new tunnels in Queens and Manhattan, and the reconfiguration of a massive juncture that’s being used by three different railroads.

But MTA Chairman Joseph Lhota also said authority staffers in the past had put forward unrealistic construction schedules and budgets.

“The era of underestimating the cost of big projects is over,” Lhota said after an MTA committee meeting. “We’re going to be realistic about the cost and we’re going to budget accordingly.”

That promise, however, may be of little comfort to Long Island commuters longing to take a train to Grand Central on the East Side of Manhattan rather than Penn Station.

“Frustration seems to be the commuters
’ daily lot,” said Mark Epstein, chairman of the Long Island Rail Road Commuters Council. “Fares are going up, service is cut, the commuter tax benefit is cut, and now ESA completion date pushed back yet again.”

Approximately 160,000 daily riders are expected to use the link, which the MTA has said also will reduce crowding on the No. 7 subway line and free up space in Penn Station for Metro-North Railroad trains carrying commuters from the northern suburbs.

Three years ago, the MTA estimated the price tag would be $7.32 billion and would be completed in 2016. The authority now estimates it will cost $8.24 billion and be completed in August 2019 — closer to what federal authorities for years have been predicting.

The MTA in 2006 said the project would be completed in 2013, when it reached a funding agreement with the federal government.

To stick to the latest construction schedule, the MTA will eliminate three evening rush hour trains out of Penn, and reschedule six others, for a three-week stretch this summer.

The Metropolitan Transportation Authority is predicting that its East Side Access project will not be completed until August 2019, nearly six years later than originally planned.

The new completion estimate was not entirely a surprise: MTA Chairman Joseph Lhota had hinted at a 2019 target date in a recent public appearance, and the most recent estimates by the Federal Transit Administration had predicted the project would be finished in 2018.

Mr. Lhota on Monday also unveiled a new projected cost for the project: $8.24 billion, up from the 2009 public estimate of $7.3 billion. The MTA will attempt to manage the project to a target of $7.88 billion, but will budget for the higher number out of caution, he said.

The new estimates were reached largely in accordance with the Federal Transit Administration, which has kicked in some $2.7 billion toward the project. Last week, the Department of Transportation's inspector general announced plans to conduct an audit of the East Side Access project's books. Mr. Lhota said that was not an unusual development, and said he welcomed the audit during a briefing for the press Monday.

The new timeline was calculated at 80% probability, Mr. Lhota said, meaning there is that chance the project will be delivered on or before the new completion date. Previous estimates relied on far rosier assumptions about the pace and complexity of the work, he said.

Previous deadlines have been "consistently blown, year in and year out," he said. "I think we've got to go with the right number. The public deserves that."

Driving the delays in the project—which will bring Long Island Rail Road trains to a new station deep beneath Grand Central Terminal, slashing commuting times for an expected 80,000 Midtown workers—are derived not just from technical complications but also cascading delays at the Harold Interlocking in Queens. There, MTA construction crews are rebuilding the nation's busiest passenger rail interchange, even as it continues to be used by some 48 Amtrak and 600 LIRR trains per day.

That has required cooperation among a number of players, including LIRR, Amtrak and NJ Transit, which stores about 40 trains each weekday in the rail yards near Harold, in preparation for the afternoon rush through Penn Station to New Jersey.

For now, MTA Capital Construction officials have struggled to balance the needs of construction—especially the rebuilding of the Harold Interlocking, including moving signals and catenary poles, doubling the number of rail switches and replacing almost 60,000 linear feet of track—with the desire of railroad leaders to continue operating trains. Other concessions will have to be made as the project continues, LIRR President Helena Williams said Monday.

Referring to a planned three-week service reduction in July, which will see three afternoon peak trains removed from the schedule to accommodate construction work, she said there will be more such interruptions.

"In a sense this is the beginning," she said, "where we do have to demonstrate some flexibility while maintaining our core commuter rail services."

Why? This overrun is an order of magnitude less than the overrun he claimed ARC would suffer. In fact this is perfectly in line with the USDOT assessment of the ARC project, which only serves to lend credence to the fact that Chrisco's rationalization was completely erroneous in the first place.

Long Island Rail Railroad trains were originally supposed to start lumbering into Grand Central Station next year, and the project was supposed to cost $6.3 billion.

On Monday, the Metropolitan Transportation Authority officially confirmed that the East Side Access project will not be a reality until August 2019. Its completion has been pushed back for the third time, and is six years behind schedule. The final cost, $8.4 billion, is more than 30 percent over the original estimate.

Asked why it was so, MTA Chairman and CEO Joseph Lhota said, "The complexity of the project as outlined in the presentation and combined with all the issues we’re finding on the Manhattan side, but most importantly on the Queens side."

On the Queens side, more than 700 trains roll across the Sunnyside rail yards through a switching area known as the Harold Interlocking. It is the busiest rail-switching intersection the country, and the construction has to be done at and below this interlocking.

The trains are from three different companies — LIRR, Amtrak and N.J. Transit — so there have also been coordination issues.

There have also been issues with contractors and problems removing debris from the site, but Lhota said New Yorkers can trust the revised start date and budget.

"This project is well on its way, it's well-planned and we're proceeding, working with our partners, Amtrak in particular, as well as the FTA [Federal Transit Administration] to make sure the project comes in as we're saying," said Lhota.

FTA officials would not comment on the revised date or budget and would only say their monthly review of East Side Access should be ready by the end of the week.

The FTA's parent agency, the federal Transportation Department, seems to be at least a little concerned about the $2.6 billion it has already sunk into East Side Access. The department's inspector general said he will start auditing the project at the end of this month.

Lhota called the federal audit "routine."

We pay 13.5 billion for an aircraft carrier(gerald Ford) while we got some of biggest carriers(america, kitty hawk and soon enterprise) in mothball status but spending any billions on projects that may benefit the total economy are looked at as waste ?? gimmey a friggin break.

This is why people are absolutely right to assume that the costs for high-speed rail are lowballed by at least 50%, and that the completion dates are absurdly overoptimistic.
