NYU's Bklyn campus deal breaks 10-year gridlock
The Metropolitan Transportation Authority forges a $50 million deal with New York University, to clear the way for conversion of a largely vacant downtown Brooklyn office building into a new tech and science center.

After months of negotiations, New York University has struck a deal with the city and the Metropolitan Transportation Authority to turn an underused, run-down office building in downtown Brooklyn into an applied sciences research institute.

NYU will pay the MTA $50 million to gain control of 370 Jay St., a 459,000-square-foot office building which the school will convert to its Center for Urban Science and Progress. The MTA has a long-term lease on the city-owned building and houses communications equipment there. NYU's payment will cover the costs of moving equipment and staff to the basement of the building.

NYU will pay an additional $10 million to move the New York Police Department, which occupies a portion of 370 Jay St., out of the building. In return, the city agreed to provide up to $15 million in benefits to NYU, including public funds and tax and energy abatements to help offset some of the project costs.

“Over the next five years, 370 Jay St. will be transformed into a cutting-edge center for research and science that will give another huge boost to our city's economy,” Mayor Michael Bloomberg said in a statement. Brooklyn business leaders and Borough President Marty Markowitz have pushed the MTA for years to find a use for the building that would benefit the downtown area, which is the city's third largest business district.

The deal with NYU represents a largely expected bonus to the mayor's ballyhooed tech-campus competition. After the city chose Cornell late last year as the big winner in December, forking over $100 million in cash and prime land for the Ithaca-based university to build an applied sciences graduate school on Roosevelt Island, officials quickly turned their focus to NYU. Its proposal for a campus in downtown Brooklyn fit nicely with visions by the city and borough boosters to create a thriving tech hub in the area.

Money was the sticking point. The MTA controls the site via a master lease and has the right to stay in the building for $1 a year as long as it is using it. The negotiations hinged on how much it would cost to move or replace it. NYU was said to have initially offered about $20 million, but the MTA asked for more.

“Everyone at the MTA is proud that the building will be repurposed as…a new business and science incubator in downtown Brooklyn,” said MTA Chairman Joseph Lhota.

Under the deal, NYU will have six months to conduct due diligence to confirm the costs associated with renovating the property, which has been underused for about a decade. If all goes well, the MTA and NYPD will begin moving in the fall, and NYU will complete renovations by 2017.

In the meantime, the university will lease up to 60,000 square feet of space elsewhere in downtown Brooklyn and in September 2013 will accept its first class at the new center, which it calls CUSP for short. The school is a partnership between NYU and NYU-Poly and some of the world's leading academic institutions and private companies. It will focus on research and development of technology to address challenges facing cities, including infrastructure, tech integration, energy efficiency, traffic and public health.

“New York itself has always been part of the educational experience at NYU,” said NYU President John Sexton in a statement. “With CUSP, New York will also be a living laboratory, a source of research, a test-bed of new ideas, and the economic beneficiary of our researchers' discoveries.”

The university is teaming up with the City University of New York, Carnegie Mellon University, the University of Toronto, the University of Warwick and Indian Institute of Technology Bombay. Industry partners include IBM, Cisco, Consolidated Edison, Siemens and Xerox.

NYU named Steven Koonin—a theoretical physicist who was undersecretary of energy and science at the U.S. Dept. of Energy, a chief scientist at British oil giant BP and long-time provost at the California Institute of Technology—as CUSP's inaugural director.

With the NYU deal inked, the city can now turn its attention to other tech-campus proposals. A spokesman for the city's Economic Development Corp. said additional winners could still be chosen. Proposals by Columbia University and a team of Carnegie Mellon University and Steiner Studios are still in play.

This is AMAZING news. Who would have thought 25 years ago when they started talking about Metrotech that Downtown Brooklyn would emerge as a high tech college and office town. Before the Marriott Hilton was supposed to build a hotel. Hilton backed out and Marriott took over. The hotel opened in 1998 and a new building of just hotel room was added about 5 years ago. Since then THREE new hotesl have opened on Duffield Street including the Brooklyn Sheraton. How cool now NYU students can take the R from 8th Street right to Jay Street Metrotech

I used to work right next door to that monstrosity. What an eyesore it had become. I hope NYU fixes it up quickly. It would really boost the area.

No, NYU students can take either the IRT, BMT, or IND and enter through the old monmey train (single door) platforms. Just joking, however it states that the basement will still be used by the MTA.

In recent years that strip of Jay street has added major new buildings and older buildings have been rehabilitated. By renovating 370 Jay, it will essentially complete the restoration of the street and will no longer be a symbol of decay and past blight.

I'm glad the building will finally be renovated and used. What I don't understand is how you can get $50 million for a building you don't own but only lease? Is the MTA selling the building or their lease? It's all very confusing.

The other thing I would like to know if they are getting a fair price and the details of the renovation. Will NYU, a private institution pay for the renoivations themselves or will the City help out?

not completely...there are still a few projects that have not been started..been placed on hold..etc..for the moment.

One of them happen to be a 1000 ft tower built over the City Tech campus that's been put on hold...plus a suitable replacement for Albee Square Mall that will hold down a new big box store...plus several other developments located in the downtown area.

The tower over City Tech was cancelled. The Daily news had an article on it in Feb 2008. Forest City Ratner overextended themselves.

Seems pretty clear to me that NYU is paying for it.

Under the deal, NYU will have six months to conduct due diligence to confirm the costs associated with renovating the property, which has been underused for about a decade. If all goes well, the MTA and NYPD will begin moving in the fall, and NYU will complete renovations by 2017.

Furthermore, the article clearly stated that "the city agreed to provide up to $15 million in benefits to NYU, including public funds and tax and energy abatements to help offset some of the project costs." So that's what the city is doing. If the city was paying for the whole renovation, it would have said so (assuming the renovation will cost more than $15 million).

they back peddled on most of the proposal saying the market isn't strong enough to build the residential complexes..which is the furthest thing from the truth.

Yeah. He didn't even have the cash for the arena, hence Prokhorov. He hasn't even gotten the first tower out of the ground yet. He was too ambitious for his own good, but he did get a sports team to Brookyln.

He had to fight off over 40 lawsuits, which took time and during that time the economy tanked. The stadium should have opened in 2006 and there was an even more elaborate design that did have enough seats for hockey.

I don't know that Gehry's grand vision for AY was ever going to become a reality. That said, the original stadium, with its rooftop garden, was pretty cool. As you said, the tanking economy made access to money much more difficult, and the declining market hasn't helped him, although other projects seem to be able to get relatively high sale/rental rates. Ratner was supposed to build some office buildings on the site, and the fact that it hasn't happened is the most disappointing part of AY.

370 Jay Street is being evacuated of all switched network, and telecommunications transport hardware. Hopefully the remaining BoT & NYCTA brass wall mounted tablets/plaques, and the WW2 War Memorial wall are safely moved to some other prominent NYCT location.

The MTA's realestate office has no clue what a pay off period is :-(
Other wise they would have spent some time figuring out how to save money in a few years by renovating 370 Jay & reducing staff at some of their rented space, e.g. 2 Brodway ... they also seem to have alove affair with renting space in Manhattan ... why ?
333 W 34th; 345 Adams.

Next they'll sell their space at 347 Madison & 420 Lexington ?

If you remember, the staff summary was for the purchase of 2 Broadway ( not a lease). The MTA was to give up 53 rented properties in exchange for buying a building. The headquarters on Madison Avenue which it was leasing was one of the properties to be oven up. The deal never called for vacating 370 Jay Street where the rent was $1 per year.

The plan seemed to make a lot of business sense at the time with real estate prices continually rising at the time so it was not if much interest that th building was located in Manhattan.

Then came 9-11 and plans changed. No longer did it seem safe to have everyone in one central location especially at the tip of Manhattan. The MTA quietly purchased 347 and 345 Madison Avenue. 347 is in much need of interior renovation. They did not give up most of their rental properties as planned so they couldn't fill 2 Broadway which remained more than half empty for a long time. So they moved offices out of 370 Jay and 130 Livingston into 2 Broadway just to show the politicians thy could fill up the building so they woudn't b criticized for not needing it thinking no one woud notice tat 370 was now vacant and 130 Livingston was half empty too.

Now they plan to sell the Madion Avenue properties they just purchased a few years ago because they have no master plan and don't haven faintest idea of what they are doing. They just keep moving people around wasting money.

They never were in 345 Adams and I don't know about 420 Lexington.

New York Polytech was created in the early 1970s when the NYU engineering school (until then located in the Bronx) merged with what was then Brooklyn Polytech. If today's NYU is partnering with New York Polytech on this project, it represents a reunion of sorts.

I looked it up, and you're right, more or less. According to Wikipedia, Polytech became "affiliated" with NYU in 2008, and is expected to be fully absorbed into that University by 2013.

Doesn't 420 Lex house signaling equipment for Metro-North? And is the MTA moving its HQ to 2 Broadway?

In other media, I read that the 2 Broadway is leased.

You could be right about 420 Lex. Yes, 2 Broadway is leased, but the original plan was to purchase not lease. Also, what are the terms: 99 years, 50 years, 30 years? There are all sorts of numbers floating around.

One significant improvement to 370 Jay Street is to redo the classic East German architectural skin that covers the outside of the building, with something more contemporary that blends in with the newly built buildings in the revitalized downtown area.
