Rep. Bobby Rush (D-Ill.) is threatening to stop Metra “in its tracks” unless more African-Americans firms get work from a massive railroad construction project in his congressional district called the “Englewood Flyover.”

“There is no way that this contract will fly,” Rush told me in an interview.

Last October, Rush put on a hardhat and joined Transportation Secretary Ray LaHood, and Sen. Dick Durbin (D-Ill.), Rep. Dan Lipinski (D-Ill.), Gov. Pat Quinn and Mayor Rahm Emanuel at a groundbreaking ceremony at 63rd and State Street.

As LaHood wrote in his blog on Oct. 11, “the Englewood neighborhood of Chicago features one of the most hopelessly tangled railway bottlenecks in North America.” Construction of the “flyover” bridge will “quickly put 1,500 men and women to work.” Once built, the “flyover” will, LaHood said, “eliminate construction and backups” for 78 daily Metra commuter trains, 14 Amtrak trains and 46 freight trains.

Much of the money for the “flyover” comes from President Barack Obama’s stimulus package — the American Recovery and Reinvestment Act — designed to pump money into the troubled U.S. economy by creating jobs on infrastructure projects.

Rush is quoted in an Oct. 10 press release from LaHood’s shop about what he wants from the project: “The potential construction jobs and contracts from the Flyover arrive right on time” for residents of the impoverished Englewood community.

The total price tag for the “flyover” is $133 million, and Metra on April 10 accepted bids for the major portion of the construction — worth, Rush said, about $86 million.

Metra is in the process of analyzing the bids and Rush told me when I interviewed him Thursday in his Rayburn Building office here that he got a tip from a Metra source on Wednesday that none of the major bidders included African Americans — except for a security contract worth about $110,000.

Rush wanted to sound an alarm now, he told me, before Metra board members vote on the contract. While there is no date for a vote, Metra next meets May 11.

“I want Metra to rebid this contract. There is no way that this contract will fly,” Rush told me.

“And there is no way that Metra’s trains will run in the City of Chicago if this is the contract. We will stop Metra in its tracks, OK, on the tracks, cause we are not going to sit back and allow this mega-million-dollar project to come into our neighborhood, where unemployment is sky high,” he said.

Metra spokesman Michael Gillis declined to comment on the accuracy of Rush’s tip because, he said, the bidding process is not complete. Gillis told me the transit agency did all it could to encourage minority bidders, working with Rush for two years to find companies that could be part of the project.

Metra held five events in Englewood to “educate” firms from the community and “team them up with prime contractors who could be bidding on the project,” Gillis said.

If the folks aren't qualified to do the job, then what else can be done? It sucks because a project in a community should really be an opportunity to put that community to work.

Jesse Jerkoff Jackson is another one. When Amtrak maintenance crews get caught sleeping on the clock during the night when Washington brass makes secret 3am visits to the Chicago coach yards, they get fired. Then they go crying to JJ for their jobs back.

the job of a pol is bringing home the bacon for his constituents. Rush merely has the added ammunition of the race card. Think about the domestic content laws for FTA funded fleet purchases. Not much different from demanding subway cars be assembled within NYS.

No one is telling BBD to hire Blacks from the 5 boros, or that all rolling stick be built by Kawsaki and in Yonkers, not Nebraska.

SEPTA played the race card with the SL-V, and the Koreans can barely run a production line on the south side of Philly.

With Orion gone, no more buses from Oriskany either.

If he were (not African)-American and demanded more jobs for his nabe, little comment would have been made. Do I defend his "stop..."? Not quite, though I personally don't like the design of the project. Bottom line still is that he exists to get work for his voters as do all the other pols.

As to Hyundai-Rotem, management failure to properly train and supervise is not the fault of the line workers.

Not saying that it's right or wrong but LACTMA does something similar although it think that it's community based and not raced based. A significant number (20%?) of expo workers came from south LA. They are sometimes lower level trainees or recent tech school grads. It can be done if they set the rules up front and it is beneficial in the long term. Maybe it does cost a little extra but I think that we would all rather use money like that on job training rather than welfare for doing nothing.

1. the Rock should be 4 tracks.
2. a connection from the Rock to NS should be restored.
In the extremely vague fantasies for Illinois HSR, CUS is pretty much maxed out, whereas there is land nearby which could be used(former B&O GCS) and connected to the Rock for southern access and tunnelled via the lower level Wacker ROW to get out to the north.
3. and the flyover cancels the restoration possibilities for a south side LD station as once existed. NS freight could be rerouted to avoid the entire junction during most hours of the day.

BTW, the total Rock and ATK trains today are very few compared to what ran through there in the 50s when most stopped at Englewood.

I was actually going to post an addition to my response about the race thing. I'm glad you mentioned it. I hate seeing things like this divided along racial lines. Anything community based should be welcomed, white, black, spanish, whatever.

I think they should have the option of routing passenger trains from the ex-Pennsy to La Salle Street station in case we ever get commuter trains from Valpo. I do not believe that $1.5B fantasy of sending NICTD trains there will happen, not with that governor or any of his clones as successors.

all hail the Valpo dummy. Yes, and if the La Salle throat to GCS throat connection were restored (yes I know it is more than a half century gone) the GCS brownfield is a fine place for for an HSR station. CUS doesn't have lots of room left. Side note. apparently CREATE will pay for restoring double track NICTD access to the Metra Electric mains via a flyunder. A whole batch of 'Central Corridor' projects have been canceled not sure why.

FYI I live in Oakland CA. Read about my fair city some time. As to jobs/discrimination, I too have some experiences from several angles. I have also had experiences w/ seat warmers who make no effort to perform and presume entitlement because of their DNA.

Still believe that those who wish to become proficient and are not mentally handicapped can be trained and led toward excellence.

Difference: what you mention (buy from NY) is not race-based; it has to do with giving qualified New Yorkers jobs. A similar thought existed on the bus side when Orion Bus Industries was in business (their plant location being in the Finger Lakes).

Nova Bus has a plant in Plattsburgh, NY (near the Canadian border); it opened in 2009. The NYCT 1200s were the first buses from that plant. The difference is that here, Orion (before it closed) and Nova Bus hire actually qualified workers.

SEPTA overplayed its hand with the race card.

As I suggest below, the racial component of his argument is secondary, and simply an excuse for seeing government spending as his own personal patronage mill to reward his core constituency.

I don't ever follow most threads...I mainly look at those with a Chicago connection...and I seldom respond. But in this thread, DAMN is Olog-hai always this obnoxious??? Olog-hai doesn't live within 2000 miles. What did Rep. Rush ever do to him?

Unfortunately Chicago historically has had the reputation of being the most segregated city...AND IT STILL IS. The Chicago Tribune documented that today, 90 percent of the population live in an area that is racial identifiable(white, Black, Hispanic). The CREATE Englewood Project @ 63rd and State St. is racially identifiable (virtually 100 % Black) 4 1/2 miles due north (26th and State St.); racially identifiable 3 miles due east (Lakefront, can't go any further); due south 10 miles (City limits @ 138th St.) but continues through Calumet Heights, Riverdale, Dolton, Phoenix, Harvey, South Holland (Interstate 80-294)to the southwest suburbs: Dixmor, Markham, Hazel Crest, East Hazel Crest, Country Club Hills, Homewood, Flossmor, Matteson, Chicago Heights, University Park (Yes, Past U.S. 30)miles from Englewood ...25 plus. Going west from Englewood, it is racially identifiable 3 1/2 miles to California Ave. and 63rd St. And within the city southwest, go five miles past 87th St. and Pulaski Rd.

No the issue is ideological. As you and I know I am not black, yet do not fulminate about Black Panther history.
On a more rail detailed level. Do you have an opinion aboutthe design of the flyover? And, what happened to the Central Corridor "xx" projects? I am curious.
