If it were up to me, I'd probably create the following kind of "P" service:

1) I'd have A, C and half of the E trains traveling on the 8th Avenue local tracks, where most A trains would run "express on the local tracks" during the time that the C-train runs. A and D trains could run on the express tracks north of the 59th Street station, but not south of that station for the reasons listed below.

2) I'd have the full amount of E-trains running - the almost rush hour schedule of 12 E-trains per hour.

3) Half of those E-trains (6 E-trains per hour) would run with limited stops - 34th Street-8th Avenue, 42nd Street-8th Avenue, 53rd Street-Lexington Avenue, and then non-stop to the Archer Avenue stations. The electronic signs on the train would indicate that this is a "special E-train". These special E-trains would terminate and relay on the middle track just south of the 34th Street station, between 34th Street and 23rd Street. These trains would have exclusive use of the express tracks along Eighth Avenue. I would have signage that suggests that LIRR riders use these trains.

4) The remaining half of the E-trains (6 E-trains per hour) would run as regular in service E-trains to and from the World Trade Center station. These trains would be used by regular E-train riders, as well as LIRR riders, and would make their regular stops.

5) I would not bother trying to create a "P" train along the J-line, due to the major interference that would be caused at West 4th Street just for one day.

6) Since I would be running regular E-trains, and a set of special E-trains, the demands on the crews would be something that is regular and understand, without having to involve stations in Harlem, or "dead-ended runs".

Again this is just my thoughts.
