So, given the forecast on Thursday, not what we know now, what were they supposed to do, wait until it was too late for people to change their plans? Or were they supposed to wait until people were actually stuck on trains to cancel them? Not cancelling would have been irresponsible. I happen to think that securing the crossing gates-- preventing serious damage-- was a fairly bright thing to do given Thursday's forecast. Making repairs after a storm can be a major problem.
