Absolutely, and as late as 1924, it was probably not even thought of as a proposed extension to go westward after the first segment of the BMT's 14th Street subway line was opened between 6th Avenue and Montrose Avenue. It was only after when construction started in 1925 for the IND's 8th Avenue main trunk line that a station for the BMT at 14th Street-8th Avenue underneath was added afterward in the plans.
