The Scratchitti Squad will add mugs to their book, Then if they inadvertently do catch one of them, they can nail him for all of the crimes that he committed.But you are right, it goes into a loop and lasts about 24 hours before being overwritten. If something BIG happens, the can pull the chips and examine them in their office. So yeah, no scratchittistas need worry.
