No you are right by the true definition of the word. But, they did not have permission from MTA/NYCT to post them (I read the post three times and did not see their acknowledgement of MTA/NYCT permission) to put those up. They have to adhere the signs to the displays somehow, and that can be said to be vandalism (the act of changing the physical properties of the displays).
