I'm pretty sure it is still considered valid ID (I used my driver's license as ID in Brazil fairly often when I wasn't carrying my passport on my person and had no problems, usually to verify I was the rightful user of my credit card) but doesn't necessarily entitle you to drive within that state's borders. Pennsylvania doesn't recognize out of state learner's permits or provisional licenses, so if someone was pulled over and driving on one of those, that driver would effectively be driving without a license and subject to the fines and other penalties that result from that offense, regardless of whether they knew the law or not. |
