They're a public corporation; their shareholders are the states of New York and New Jersey, and they're funded by user fees and tax dollars. As such, I don't believe they can legally prohibit first-amendment protected activities. Well it doesn't seem that anyone has called them out on it yet in a court of law... Take Pride,
