He said that only a few other cities, including Hong Kong, had tried to replace a signaling system on an active line.

NYCT has been resignalling under traffic for 85 years now. Local tracks' signalling had to be installed in the 1920's by order of the city after a series of rear end accidents. Today enhancements to the existing signal system are cut in weekly with no service diversions.

Even with the luxury of express tracks you can't have a system that runs 24/7 and not develop a way to cut in under traffic.

Does the NY Times think that U.S. mainline railroads - already strapped for capacity - could possibly afford to shut down tracks to install the signal upgrades they are currently installing?
